    I want to pursue PhD Research.

    TITLE OF THE PROPOSAL: A STUDY OF VULNERABILITY OF FIBER
    OPTIC INFRASTRUCTURE ATTACKS.

    My ambition is to become an expert in the field of managing secure networking infrastructure.

    I am intending to do this research which would help me to identify, evaluate, formulate methodologies, categories risks, design, implement and manage our own secure Information Technology systems. This will help us to contribute the development of my national particularly giving more efficient services and solutions against (hackers) cyber crimes as well as conventional crime incidents.

    Methodology
    In respect of problem area in my thesis, a qualitative approach will be applied during the study of vulnerability of fiber optic infrastructure attacks because countries interviewees will be few compared to fiber optic users. The researcher will examine how locally fiber optic designs, procedures, tools and problems that are related to the application of this technology. Therefore, with careful sampling and equally careful collection techniques, a small number of interviews or narratives will be used in order to answer the research questions. The various kinds of purposeful sampling used in qualitative sampling method research lie primarily in the quality of information obtained per sampling unit.

    Sample size and Sampling Procedures
    The study sample will be selected from a list of developed and developing countries that use fiber optics. The sample size will be determined by a theoretical basis using the central limit theorem whereby a sample size of at least 100 interviewees will represent their views according to the researcher’s questionnaires which needed analysis.
    “Qualitative inquiry typically focuses in depth on relatively small samples, even single cases (n=1), selected purposefully…The logic and power of purposeful sampling lies in selecting information-rich cases for study in depth. Information-rich cases are those from which one can learn a great deal about issues of central importance to the purpose of the research, thus the term purposeful sampling”. (Patton, 1990, p. 169)
    Data collection methods
    The data will be collected through interviews, observation, open ended questionnaires and document review to increase quality of the research findings analysis. The interview, observation and open ended questionnaire information will be considered as my primary source of information, while the literature review will be considered as my secondary source of information. The researcher will make on a survey sample of fiber optic stakeholders in Tanzania, (Africa), developed countries, and developing countries. The study will intend to explore the application of fiber optic in Tanzania.

    Interviews
    The interview will take some hours. The time spent in each interview will include the introduction session, that is, each interview will start by introducing the interviewee to the purpose of the interview along with the reassurance about confidentiality. The researcher will be interested in truth rather than action, it is easier to protect the identity of informants or study settings when doing scholarly research” (Patton, 1990, p. 213). However the interviewee has the right to decline to answer any question to which he or she would prefer not to respond.

    Observation
    Field observation will be done during the same period in which the interviews will be conducted, with the observer role being supplementary to the interviewer role. The researcher will use subjective information and participant observation to describe the context, as well as the interactions of company which use fiber optic technology in the context in order to have a wide understanding of the entire situation. The researcher will determine what will be observed against what would be said in interviews. They will also be asked to comment on whether my interpretations (embodied in a substantive theory) rang true and were meaningful to them. This process provided participant validation of my findings.

    Open ended questionnaires
    The open ended questions will be used to explore the attitudes, feelings, thoughts, opinions, motivations, and awareness about fiber optic. The researcher will use open questions that are those to be asked for unprompted opinions. In other words, there will be no predetermined set of responses, and the participants will be free to answer whatever they think. This format will be good for soliciting subjective data or when the range of responses will not be tight defined. An obvious advantage will be that the varieties of responses are wider and more truly reflected the opinions of the respondents. This will increase the likelihood of receiving unexpected and insightful suggestions.

    Questionnaires will be simple and direct language. The questions will be clearly understood by the respondents, and have the same meaning that the researcher intention. The wording of a question will be simple, to the point, and familiar to the target population. The researcher knows that longer questions elicit more information than shorter ones, and that the information tends to be more accurate. However, it is generally accepted that questionnaire items shall be simple stated as brief as possible. The rationale is that this will reduce misunderstandings and make the questionnaire appear easier to complete. One way to eliminate misunderstandings is to emphasize crucial words in each item by using bold, italics or underlining (Berdie, 1986). The general rule in qualitative research is that you continue to sample until you are not getting any new information or are no longer gaining new insights. The researcher will use this method in order to prevent biasness.

    Documents review
    The document reviews process will be reviewed and coded for analysis. The researcher will review primary documents in relation to research on the concepts of the application of fiber optic.

    Data analysis
    The researcher will process data after completing the data collection exercise. Data will be collected subject to editing, classification and tabulation depending on the mode used in data collection in agreement with data analysis plan. Raw data will be collected from fields.

    Outcome
    This research will help me to improve our net worth, manage and maintain the integrity of the Information and preserve it for future use, manage, control and permit better efficient and timely accurate management of information in real time access, increase productivity and efficiency, build potential ties with other users (extranets) scattered in various areas, lower cost by eliminating costly overheads and operations, increase security and privacy. Thus, it will offer the advantages in terms of rapidly economy growing, profitability and individuals’ responsiveness are counter balanced by potential security and privacy risks. It will help to develop and maintain technically skilled staffs that are competent in current and emerging information technology and a user community that understands and can employ modern technologies to maximize our national benefits. However, it would guarantee a reliable communication and computer infrastructure foundation on which to efficiently conduct all operations today and in the future. It will help to provide vision, leadership, and a framework for evaluating emerging technologies and implementing proven information technology solutions. Currently, the Tanzania Police Force is my working station, has computerized six pilot regions namely, Dar es Salaam, Zanzibar, Arusha, Mwanza, Mbeya and Dodoma.

    Its master domain is placed at Dar es Salaam police headquarters where I work as head of
    (IT) and System Administrator. This project needs the accuracy, confidentiality, security, protection of the networking infrastructure systems from disruption and data loss, whether caused by an intentional (hacker’s attack) or unintentional. Such incidents may be expected to increase as more and more when our network infrastructures get connected online. The computerization using fiber optic infrastructure within our force and other institutions is still young but is growing fast and we have not experienced security. Some scrupulous hackers might use this opportunity to break the rules and cause privacy and security problems. This Research will let me know how to design and implement secured infrastructure of information technological workstations with servers based big domain. To that extent, I will be able to link between our secured and managed workstations.

    This Research is more focused on infrastructure management. It recognizes the importance of a holistic and multi-sectoral framework and partnership approach that can more effectively harness the role of development both as an enabler of development as well as an enhancer of building capacity development at individual, community, organizational, systemic and societal levels. However, it focuses on mainstreaming of managing the Information and Communication Technology (ICT) to effectively contribution to the achievement of the public, particularly those related to income poverty reduction, online access of information services like vital information, education, health, business, etc.

    Thus, upon completion of my research, it will facilitate the real access of secured Information and involvement of all users through greater transparency. It will provide basic services online education at lower cost and with greater coverage. It will create economic opportunities and contribute to poverty reduction.

    Currently, the Tanzania police force hasn’t any an expertise who has done a research concern with the study of vulnerability of fiber optic infrastructure attacks which would
    help us to identify, evaluate, formulate methodologies, categorise risks, design, implement and manage our own secure information technology systems security. For example: nowadays there is an increase of ATM technology services in our banks
    (Tanzania) but we do not have competent expertise in this field. Some of our ATM machines have been stolen by hackers while we do not have proactive strategic plans concerns with all risks awareness.

    This research will help me to set policies that will lay the ground rules for deployments. The government will act as a regulator of Information and Communication Technology (ICT) at national level and other services will shape the innovation solutions that are effective approaches, secure, accurate, accessible and more easily scalable and replicable.

    Therefore, I am applying for this research so that I can be an expert in this field that will enhance my ability to manage our own secure information technology systems security.
